The ministry of the “first” in any level of Church structure—local, regional, or universal—who coordinates common action, expresses unity, and presides in synod. Orthodox primacy is always exercised within synodality (Canon 34): the first acts with the others; the others act with the first. It is a primacy of service, not jurisdiction.
